Justin Biedinger of Guardian Alliance Technologies: Overcoming the Hurdles of Scaling While Preserving Company Culture

Justin Biedinger is the Founder and President of Guardian Alliance Technologies, a cloud-based platform that modernizes law enforcement hiring by moving background investigations out of paper binders and into a secure, data-driven workflow.

Before founding Guardian in 2016, Justin served more than a decade with the Stockton Police Department — ten years on patrol and three years as a background investigator — where he conducted hundreds of investigations for sworn and non-sworn personnel. His firsthand experience with inefficiencies in the process inspired the creation of Guardian’s technology, which now helps agencies nationwide streamline hiring, flag risk early, and restore confidence in public safety recruitment.

A U.S. Navy veteran with four years of experience in the intelligence community, Justin remains deeply committed to equipping agencies with modern tools that uphold integrity, efficiency, and trust in policing.

We are thrilled to have you join us today, welcome to ValiantCEO Magazine’s exclusive interview! Let’s start off with a little introduction. Tell our readers a bit about yourself and your company

Justin Biedinger: I always thought I’d end up in law enforcement. After high school, I joined the U.S. Navy and worked in Naval Intelligence, which really shaped the way I think about systems, risk, and the importance of getting the details right. After my service, I spent the next decade working patrol for the Stockton Police Department until an injury on the job forced me to retire.

About a year later, I was at a Stockton Police K-9 event and ended up in a conversation that led me back into the department, this time doing background investigations. That’s where everything clicked. I got a front-row seat to how broken the hiring process really was. Agencies were still relying on binders, stacks of paper, sticky notes, and regular mail to manage investigations, all while desperately trying to hire in a short-staffed environment. A process that should have been structured and defensible was often slow, inconsistent, and all over the place.

The more involved I got, the more obvious the problem became. I started mapping the process from beginning to end, looking at where things stalled, where information slipped through the cracks, and where decisions could vary depending on who was handling the file. At some point, it became clear that the process didn’t just need to be improved. It needed to be rebuilt.

That’s really how Guardian Alliance Technologies started. We built it to bring structure, consistency, and speed to a hiring process where the stakes are incredibly high. The goal was never to cut corners. It was to help agencies make better hiring decisions, faster, with a process they can trust and defend.

What were the most significant challenges you faced during the scaling process, and how did you overcome them?

Justin Biedinger: When I started doing background investigations, I saw how much time was wasted and how differently the same steps were handled depending on who was doing the work. Scaling Guardian meant translating that messy reality into a standardized workflow that still allowed professional judgment—because in public safety hiring, speed can never come at the expense of defensibility.

Fire and law enforcement agencies don’t switch systems because a product looks good. They switch when they believe it will hold up under scrutiny. We earned that trust by staying close to the users, piloting with real feedback, and focusing on outcomes that mattered: consistency, documentation, audit trails, and time saved.

Early on, the business relied heavily on me personally solving problems. To grow, we had to turn that into training, playbooks and a support model that delivered the same experience every time. The way we overcame scaling challenges was by doing what we ask our customers to do: standardize what should be standardized, document what matters, and keep the mission at the center of every decision.

How did you ensure that your company culture remained intact as your business expanded?

Justin Biedinger: We treated culture like an operating system, not a slogan. Early on, it was easy because everyone was close to the mission and I was personally involved in most customer conversations. As we grew, the risk wasn’t people “forgetting the values”; it was losing consistency through distance. So, we did a few practical things.

First, we wrote the culture down in clear behaviors: what “customer service” actually looks like, how we communicate, and how we make decisions when there’s pressure on time or revenue.

Second, we built it into the way we hire and onboard. We look for people who are mission-driven and steady under accountability, and we train them on the standards and the “why,” not just the job. Third, we reinforced it with systems: regular team touchpoints, clear ownership, and feedback loops that keep us close to customers and to each other.

And finally, we protected it by what we didn’t do. We didn’t chase growth that would force us to compromise service or integrity. In public safety, trust is everything. So, keeping the culture intact wasn’t optional. It was the only way we could scale and still be Guardian.

What strategies did you employ to maintain quality and customer satisfaction while scaling rapidly?

Justin Biedinger: We scaled by standardizing the parts of the work that should be repeatable, while keeping the human judgment where it matters. In our world—public safety hiring—quality isn’t a “nice to have,” it’s the whole point, so we built for consistency first and speed second.

Can you share a specific turning point that was crucial for your business’s successful scaling?

Justin Biedinger: Early on, I was hearing the same complaint in background investigation meetings: hiring was taking five to six months, and departments were short-staffed. As I took notes and mapped the workflow, it became clear the real issue wasn’t effort; it was inconsistency, inefficiencies and a lack of standardization. Once we translated that into a structured, step-by-step workflow with clear documentation and accountability, everything changed.

That’s when Guardian Alliance Technologies became scalable. We could onboard new agencies faster, train new team members more consistently, and deliver the same quality across different departments without relying on any one person, me included. In a trust-based field like public safety, that shift from individual heroics to a standardized system was the turning point that made growth sustainable.

How did you manage the financial aspects of scaling, particularly in securing funding and maintaining cash flow?

Justin Biedinger: To protect cash flow, we tightened our operational discipline. Clear forecasting, controlled hiring, and prioritizing work that directly improved customer outcomes and retention. That approach let us scale steadily while staying stable, and it kept us aligned with what matters most in our space: trust, quality, and long-term relationships.
